Captain Widmark led Operation Winter's End, an investigation into crime boss Edward "Eddie" Winter, aiming to bring him to justice and dismantle his crime syndicate. While in this role, he recorded a message welcoming Detective Nick Valentine who had transferred to Boston from Chicago with his fiance Jennifer Lands to join the task force. Unfortunately for Widmark and the rest of the task force, Operation Winter's End was a cover for Winter's cooperation with the BADTFL, and he was forced to issue a statement that Winter was completely innocent, a statement made all the more insulting after Winter's men murdered Jennifer Lands. Just before the Great War, he ordered Valentine to have a experimental brain scan done at the Commonwealth Institute of Technology to help him cope with the emotional trauma that he'd suffered in the course of the investigation.

His voice can be heard on the holotapes We are done, Operation Winter's End and Welcome home!.
