Template for [[Form ID]]s from [[add-on]]s to explain "xx123456" ID format. Turns the "xx" into a link to [[Help:Form IDs]] and displays a small tooltip when moving the mouse over it. Applies monospace font and converts letters into lower case for better readability.

For IDs from the base game (i.e. those starting with "00"), use {{tl|ID}}.

Longer IDs will be trimmed accordingly, shorter ids will be padded with zeros.
